Tariff Structure

How Sri Lanka Vehicle Import Taxes Are Calculated

A complete breakdown of all government levies, duties, and statutory fees applicable on motor vehicle imports.

Tax Component 01Base Value

1. CIF Value (Cost, Insurance & Freight)

The base international value of the vehicle including auction purchase price, Japanese export fees, marine shipping freight, and comprehensive transit insurance.

Tax Component 0230% of CIF

2. Base Customs Duty (CID)

The primary customs import duty assessed at 30% of the CIF value under the Sri Lanka Customs Harmonized System (HS) classification.

Tax Component 0350% of CID

3. CID Surcharge (SUR)

A surcharge levied at 50% of the Base Customs Duty (CID), added on top of the primary customs tariff.

Tax Component 04Per-cc Tariff

4. Excise Duty (XID)

Calculated per cubic centimeter (cc) of engine capacity and fuel powertrain type (Petrol, Diesel, Hybrid, or Electric kW rating).

Tax Component 05Fixed Charges

5. Vehicle Entitlement Levy (VEL) + COM / Seal

A fixed Vehicle Entitlement Levy plus the fixed COM / Examination / Seal charge applied per imported unit under the current Customs schedule.

6. Value Added Tax (VAT)

Statutory 18% Value Added Tax computed on the cumulative base: (CIF + Total CID + Excise Duty).

Tax Component 072.5% of Base

7. Social Security Contribution Levy (SSCL)

A 2.5% levy computed on the same cumulative base (CIF + Total CID + Excise Duty), collected alongside VAT.
